E.M. Harris Construction Company has started construction of Windfall Trace Apartments, a new 46-unit apartment development in Jennings, consisting of 10 apartment buildings and one clubhouse.
"This North County development will help meet the significant demand for larger units that are needed in the region," said Susan Rollins, Director at Housing Authority of St. Louis County, which is developing the property. "The development is fueled by strong cooperation between the City of Jennings, St. Louis County government and our investment and construction team. We are fortunate to have such capable and cooperative partners."
Springwood Limited Partners, L.P., an affiliate of The Housing Authority of St. Louis County, will finance the development with a loan from the Missouri Housing Development Commission and federal and state low-income-housing tax credits.
The development will include demolition of existing buildings, extensive new site work, new utilities infrastructure and paving. Units will be equipped with electric ranges, refrigerators, dishwashers and carpeting.
The development will also be certified by the Enterprise Green Communities program.
"We'll be sending more than twenty-five percent of the demolition and construction debris to recycling facilities rather than landfills," said Vic Hoffmeister, project manager. "We're also crushing concrete foundations and slabs from the demolished buildings to be used as fill on site."
Additional measures contributing to the green certification include the use of Energy Star-rated appliances, light fixtures and plumbing fixtures, high efficiency heating and cooling equipment, and construction materials made with a high proportion of recycled content.
